Anyone got a poweredge T20 Mini?

I guess this isn't really a specialty build, but its about server, and how custom it can be.
Dell's website has these things up for $179... but unsure about shipping.

What kind of power usage does this thing have? (I see some pics with 80 something, others with nothing)
Noise?
The model I'm looking at has 4gb of ram, but I'd want to up that to 16GB, a 2x8gb kit. (None of their builds come with more then 8gb)
Dell really has me confused on what kind of ram it needs...

Can it run ubuntu or debian?

Basically I'm looking to change out my current server with something a little more fresh and power efficient.

Current specs:
AMD 640 Propus athlon II x4
2x2gb ram
80gb sata (Will try to keep this drive, but really want to get a ssd for the main)
80gb ide
200gb ide
POS apevia psu (if I get bad word of this dell, I may just end up replacing the psu and calling it a day, as this is the main thing bugging me. I actually believe if I put in a 80 bronze cx430m that it would pay for itself in a year)

You didn't link it so I can't verify but I assume the model you listed is the one with the Pentium G3220 processor? I have the Xeon proc model that I ordered with 4gb of RAM and then just purchased 16gb of RAM to replace it with. This thing runs great. It's SUPER quiet, yet with good processing power and very little power usage. The only thing you need to be mindful of is hard drive capacity. You can fit 2 x 2.5inch drives and 4 3.5 drives but you have to purchase the PCI card and the power adapter.

I can't speak to Ubuntu because I am running Server 2012 R2 standard, using it to host plex server (2x 1080p transcodes are all I have attempted thus far without issue), teamspeak, VPN, and then general file storage and PC backups.
