Yes that's true, they were selling CPUs with bad coolers. I'm using one of them although not with the stock cooler, it's in the trash because it hardly worked, I had to underclock my 8320 to 3.2ghz to stop it from overheating. But
I think they have updated the 8320 coolers as well. My friend got an 8320 about 6 months after I did, and the cooler was completely different from mine, and, what do ya know, his didn't overheat and was actually good enough for a 4ghz overclock. Although he doesn't use it anymore either, he went with water cooling and a 4.8ghz OC.
62c is the max core temp for Vishera. The temp readings in the video are more than likely socket temps, which can get somewhere around the 70c range before throttling, depending on the motherboard I believe.
