[HELP] 4790k CPU Core Clock Stability Issues!

Hey everyone!

This isn't actually my computer, but my friend's computer has these specs:

Motherboard: MSI Z97-GD65
CPU: i7-4790k. Core Clock @ 4.0ghz, current Underclock @ 3.9Ghz.
CPU Cooler: H100iGTX
RAM: 4x8GB G.Skill Ripjaw 1600Mhz
GPU: Nvidia GTX 970 by PNY
PSU: Corsair HX850
SSD
HDD
Optical Drive

So, the motherboard was running the RAM at 1333Mhz instead of the stock 1600, so my friend wanted to use XMP to run it at stock clock. So, he did. Then his computer wouldn't send a signal to his monitors.
So, I came over and started troubleshooting. I tried out my DVI -> HDMI cable and low and behold, that didn't work (he was using HDMI -> DisplayPort previously). Then, I wondered if it was his PCI-e connector that his GPU was plugged into, so I moved it down.
It came on! Then, when it got to Windows, everything freezes up. However, if I underclock it to 3.9Ghz, it works perfectly fine.

Can anyone help me out here?
What the hell should I do?

try manually setting the ram voltage, speed and timings.

Guy, this is probably nvidia driver problem. The PC turn on other times? Please, this title show that you don't know nothing about stability...
