Is my 6700K dead?

Hi Guys

I bought a new 6700K about 2 months ago, and had a guy from a local computer forum delid it and replace the TIM with CLU/CLP. I trust the guy, he's done it for 10 other people from the same forum, and he offers full warranty if something doesn't work. I got it back from him the next day and put the processor away for 2 months as I did not have any Z170 motherboards to test it on. I got my new MSI Z170i Gaming AC today and set up my rig.

Once all was sorted and powered on, I get nothing on the screen. No POST, no BIOS, nothing. I get a message from the screen saying "no signal detected, activating sleep mode". I've plugged the display port into the GPU and mobo and same deal, so not a display issue. GPU lights and fans spin when powered on, so PSU is good, all power cables are connected properly, everything else seems to work.

He mentioned to me that he may have nicked the PCB when he did the delid, which has had me anxious for the last 2 months, but I've kind of been fine with it he said he'll sort it out if it doesn't work. Well I'm pretty sure he killed it.

I get a solid red light on the mobo indicating a CPU fault as soon as I turn the power on. There's absolutely no heat coming off of the CPU whatsoever after power on. CPU block and IHS is ice cold.
I've tried the usual BIOS reset, removal of CMOS battery, reseating of processor, RAM, GPU, replugging of power cables.

Any other ideas or do you reckon I should action that warranty?

Utilize the warranty ASAP.

I was discussing it with him. He knew about it, but the price is a little out of his reach (our exchange rate has gone crazy recently, and tax and shipping will kill it for him).

I think I'll just leave my new one stock...

Well, the cost of the de-lid tool is far less than that of replacing an entire i7 he botched.
