Really its more what you're comfortable with. I have a newer GTX 980 that has a ASIC score of 63.5 and the newest of the two is 71.6. (both purchased brand new). I'd say anything below 60 for a used card would make me raise my eyebrows.

It does if you OC. If it's low enough it means the card can be unstable even at low clocks.
