OVERCLOCKING ISSUES WIN 10

HI ALL
I am having issues atm with overclocking in windows 10
my cpu-z is telling me that the cpu is running at 3.95ghz
but in task manager and in benchmark is telling me that cpu os only running at stock speeds
i have checked on line and there seems to be no help/easyfix for this

Cpuz is made to read overclocking windows is not nor is 3dmark

Depending on your power settings, your CPU will not run full speed unless under load. If your power plan is "Balanced" then Windows will reduce the speed when not loaded and increase it when loaded. This saves power and prolongs the processor life, If you set your power plan to "High Performance", then your processor should run at full clock speed even when idle, but uses more power and puts needless stress on the CPU.

In your display you see there is little load (4%).
