What's a good cheap CPU cooler out there? Its for a build that won't be overclocked, preferably something cheaper than a Coolermaster Hyper 212 but just as quiet if not more.

Cheaper than the CM hyper 212? Its like 30 bucks.. Might aswell use the stock cooler then.
I'm not sure if there's any decent coolers under 30 euro's.. You could try a Gelid Solutions Tranquillo Rev.2

Get the CoolerMaster 212 hyper. Best cooler for it's price.

For cheaper than the 212? Hmmm...there's the Arctic Freezer 7 Pro at $22.99. It's cooler than stock and much quieter. A little quieter than the 212, but does not cool as well.

If the budget can stretch another $10, the Cryorig H7 is a great low cost ($34.50), yet premium cooler. Runs a few degrees cooler than the 212, is smaller, quieter, much easier to mount, way better fan clips and looks much better too. The 212 was king of the budget cooler in 2011, not so much today.

Another low cost, better looking alternative to the 212 is the Thermalright True Spirit 90 for $23.95

ID-Cooling are decent and low priced.

I think SE-214 is worth a few dollars more.

Much depends on what your case is and how tall a cooler will fit.
