yes I am able to use my third pci-e slot, I have my sound card in my 3rd pci-e slot.
but it also depends on your mother board, my 3rd slot is further away from the 1st and 2nd slots, I have a Sabertooth X58.
it is blocking my 2nd pci-e slot, but I don't do sli anymore so it doesn't affect me.

pic of my board, the only slots not blocked by this cooler is the very bottom pci-e which is where I had to move my pci-1 sound card, and the bottom pci-1slot which my sound card had to removed from as the cooler fans were to close to sound card itself and would disrupt air flow from the fan.
