Having problems with Browsers, and internet protocall? Im not sure exactly what the problem is but would like to fix it.

Here are photos of the problem






I thought that when I Installed the newest version of java it had fixed the problem with some webpages not properally loading like steam/ebay but my fix seems to have lasted like 5 minutes and the next time I opened steam everything was broken again.

I have also fixed the Unable to access the network by writing "netsh Winsock reset" in command prompt but that also seemed like a temporary fix.

One thing I have noticed was that my wifi seems to be recognized public and not home but i'm not sure that matters, my browsers and everything work on all my other devices and computers.
Edit: I changed my network to private.

I'm sure you tried all of these, but I'll list my trouble shooting procedures anyway:

1. I don't think Java has anything to do with it. I don't even have Java installed at all on my Windows 10 machine and Steam, Chrome, the Internet all work fine. Try uninstalling Java.
2. Try disabling all anti-virus and anti-malware software... any vpn too.
3. Clear your browser cache, cookies, history, etc.
4. Remove the browser, clean up all left over files, then reinstall it.
5. Try a different browser.
6. Update your ethernet or wifi drivers, or roll them back.
7. Reset your router (doubt this is the problem as other devices work fine).
8. Do a system restore to a time when the machine did work properly.
9. Back up your data and reformat and reinstall Windows.

That's all I can think of. I know you probably tried most of these already. Good luck.

Ive done 1-6
No luck...
I have already reinstalled windows once do I really have to do it again?
This is a new machine so cant do the system restore.

Hey try this

open command prompt as an admin
type: netsh Winsock reset
hit enter
reboot see if that fixes it

You could also try this from http://answers.microsoft.com/en-us/insider/forum/insider_wintp-insider_web/windows-socket-registry-entries-missing-according/5f54e033-9d49-4de0-bf23-576653641b20?auth=1

1) Start > Run > type "regedit" > hit enter.
2) Locate the following subkey:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services
3) Right click and delete the entire Winsock key and the Winsock2 keys.
4) Close regedit.
Now, re-install TCP/IP overtop itself (it's a core component and can't be uninstalled, so we improvise..)
1) Login as admin. In control panel open up, "Network and Sharing Center"
2) Right click "Local Area Connection", and then click "Properties"
3) Under the This Component Uses the Following Items dialog box, click Install
4) Click Protocol, and then click Add
5) Click Have Disk
6) In the Copy Manufacture's files from box, type C:\windows\inf and then click OK.
7) In the list of protocols, click Internet Protocol (TCP/IP) and then click OK. Restart computer

Or finally if none of that works try the steps in this article

Fixed everything by reinstalling windows. Process of reinstalling and getting everything how it was before but working took 2 hours.

Only thing that was keeping me back from reinstalling windows was the fact that I thought it would take 3 days to get everything back to how it was.
I was really happy to be done in 2 hours.
Thank god that I downloaded most of my programs and games on my other drives and that I had an external drive for everything on the drive with the os

Whenever I install something new, i put the most up to date installer on my extra drive. That way at worst, ill just have to update a bunch of software and not grab all the installers again.
