Some problems with a game on 2 different systems

Okay Normally I don't have an issue with my computers but only on this game I am having issues with, the game in questions is Call of Duty: Black ops 3. I'll explain the Issues after giving you the specs of the systems.

System 1: Home system (underwater so temps are not a problem)

3770k @ 4.8ghz
980ti @ 1500
Samsung wonder ram 16gb @ 2133
Corsair ax750
Qnix 27" 1440p @ 96hz
Drivers: 361.91

Okay now the problem In BO3 I usually average 1.5+ K:DR on system 1 (S1). While the settings are maxed out on S1 i get around 100+ frames, But for some reason on System 2 (S2) I cannot get for the life of me over 1 KDR which frustrates me because I know i can do better. I know that the monitor refresh rates aren't the biggest deal because I still play FPS's on 60 frames (cs 1.6, CSGO) which are far more difficult to play but run fine on both systems.

The settings of S2 are on all low which puts my GPU usage around ~75%, So I know I am not gpu limited in this situation. Now I have eliminated almost everything but the PSU not being strong enough to push a OCed CPU + GPU but wouldn't the computer just shut down? I haven't run into a PSU limitation before but I believe it should be enough?

The Vram usage of the 7950 are closed to maxed out @ ~2800mb could that be the reason? While I do see some stutter I am going to be in disbelief that I am running out of Vram when the settings are all on low.

I am not sure what else it could be. Its honestly quite frustrating.

Well from what I know that game is not really so well optimized and eats a lot of resources even though graphics are meh. So I guess you should try to mix the graphics settings and see if some of the options can give you a smoother experience. For a FPS game you really want smooth over graphics anyways.
