Computer wont turn off.

Ok so I recently got a new case.( Switched from NZXT Switch 810 to a Corsair 540) With the new case I moved my PC onto my desk so for about the first time in like 3 weeks I turned off my pc after using it because it was on my desk. After about 30 seconds from first pressing the off button the computer shut down normally and then all the sudden only the 3 fans that came stock with the case starting going 100% and my GPU LED notification went off from silent to ON. All of my monitors are off, the hard drive notification light is off, the 3 nzxt fans I have in the front are off. The only thing on is the CPU, 3 generic Corsair fans and the GPU. I've tried messing with the bios setting, tried messing with power settings, tried reinstalling OS. Nothing seems to be working. I don't know if i have something wired wrong since I got this new case or whats going on. At first I figured it was just cooling my CPU because I run it at 3.9Ghz 24/7 but I checked the temps and it was only 34C. Plus on top of that I let it stay like that one night while I slept and when I woke up 7 hours later everything was still running. So with all that explained, I'm clueless as what to do and would really like to be able to shut off my PC. If anyone can offer some advice or might have an idea of whats going on. Please let me know. Have you tried turning the PC off using the system menu?

Also, in your power plans is the power button set to 'restart' or 'shut down'?

Things that it could be

mouse movement is turning it on
keyboard turning it on
ethernet turning it on
bad power switch
bad wiring
board damage
power supply havoc

I would unplug Ethernet(disconnect wireless), ,keyboard and turn off via menu and uplugging mouse right away or turning mouse off. . If it stays off it is one of those

If comes back on then keep those unplugged except mouse to turn off and unplug the power and reset buttons. Shut off. See if comes back on.

Also, remember that static electricity can have an effect so ground yourself before touching the pc. I have a certain pair of slippers that freak my computer anytime I am near it.Have a 4bay that will turn on if circuit is messed with in any way. It is like its on a hair trigger and my electrical circuits are perfect.

I tried all of this nothing happened...i even unplugged the gpu while it was going on and it still kept power. only way for me to turn off my pc now is by turning it off at the power supply itself.

Sorry but this may be a very dumb question to ask and I believe Ace touched on it. Are you pressing the power button to turn off the computer or going to start > shutdown. It sounds to me your computer is going to sleep rather than shutting down.

Ive tried it all, start-> shut down, pressing power button on case and on motherboard.
