what would it take to build a 4K gaming PC "console" ?

the purpose of which would be to play the games at ~ console quality, only 4K, with the cost reduced to minimum.
Would it be possible to build it at around $550 (the pc only, no monitor or peripherials included) with used components ?
HDD and optical drive also should not be included in the price. Needs:
a case (itx/micro atx preferred)
a psu
a GPU
CPU/mobo/RAM

You aren't gonna do it for 550 dollars.
Even to run 4k at medium high settings is gonna need something like a GTX970.

You could do a lower end i5 with 8gb of memory and a GTX 970.
That would probably be about your lowest option that has the chance of playing games at 4k resolution and decent settings.

550 usd - 2200 PLN
2500k - 500 pln
290 - 900 pln

no need for a fancy mobo or cooler or fast ram, the cpu will not be that much taxed
case will also be used
psu will be new, xfx 550W (~230 pln)

like I said, this build will mostly use 2nd hand parts.

Yah id go with a GTX 970 minimum, quad core and 8gb ram. Biggest issue will be the gpu.

No way 550 is going to do it... Might be closer to 550 when the new GPUs from Nvidia/AMD release... but right now with Nvidia and AMDs current offerings... as everyone else is saying the bare mimimum would be a 970... and tbh... I don't think that'll produce the consistent frames you're looking for... Your minimum frame rate will probably be bad, and that is the worst... Anyone can get used to 30-40 fps coming from 60 fps over time... but nobody can deal with dips into the 10s and low 20s...

Now with that being said you're also going to need a good enough powersupply to drive this card... atleast a high quality 500w PSU... It's going to run you atleast 70 bucks maybe less if you can find a deal... CPU and Mobo... i5 and 8gb of ram would be the bare minimum... I wouldn't side with any of AMDs current offerings you're going to miss out on 10 fps or so and that'll be crucial for you. That in itself will run you 300 minimum assuming you get a really cheap mobo for a deal...

So CPU, Mobo, GPU, and PSU and you're already at almost 700 dollars and you haven't even considered the case....

Spend all this money for minimum performance? Idk man... It might be smarter for you to hold out for another generation of hardware to get those gains... 9xx series cards are old now...

Decided to piece a machine together... TBH... I don't think this could play 4k gaming... I wouldn't buy this for 4k...

Intel Core i5-4460 Haswell Quad-Core 3.2 GHz LGA 1150 BX80646I54460
$189.99

Sub total: 696.96

As I said, 700 dollars before case .... I'd say hold off man. We just aren't there man! 4k isn't all it's cracked up to be anyways... Maybe go 1440p for now? If you want this thing to play at 4k look into a 980ti... I know that sounds cliché but your not going to enjoy anything less. 980ti can do 4k at medium with 40fps 60hz.

Exactly... Even if the 980ti I think you'd be lucky to push 40fps consistently with medium setting on todays latest titles... I guess it really depends on what you're trying to play.

I'm getting between 30-50 fps on TW3 maxed with 2x 980's @4k UHD SDR fwiw. If I turned hairworks off and played at a mix of high and med I would prolly be getting close to the same fps with one 980... Actually, I'm going to test this out, I'll be back in about an hour and a half. Going to disable SLI and disable driver for second card then I'll use fraps to get min/ave/high fps.

I did a fraps test @4K UHD with one GPU (with an OCed 980) with all settings on High (graphics and post processing) for TW3 and here is what I got:

NOTE: I have a significantly better CPU than what will likely go into the OPs build and given I am testing with a 980 instead of a 970 you can prolly expect to play at mostly medium settings with some possible high settings and low or settings off mixed in.
