4.0 GHz would only be a 300 MHz increase because you are overclocking the Turbo frequency which is 3.7 GHz maximum. So, let's shoot for 4.5 GHz.
In general, increase the Turbo ratio/Turbo multiplier (whatever your motherboard's BIOS calls it), and also set the voltage manually so that CPU-Z displays at least 1.35V while testing with Prime95.
