Remove the 60 Hz lock in HITMAN 2016 on the PC.
This guide is for those running panels capable of refresh rates higher than 60 Hz. The issue is that the game can't utilize a refresh rate higher than 60 Hz under certain circumstances as explained below:
D3D11:
Windowed - No refresh rate lock.
Full Screen - No refresh rate lock.
Exclusive Full Screen - 60 Hz lock.
D3D12:
Windowed - No refresh rate lock.
Full Screen - 60 Hz lock.
Running the game in Window and Full Screen mode via D3D11 removes the refresh lock, but that's not ideal for those wanting D3D12, CrossFire-X or the performance benefits of Exclusive Full Screen in D3D11 mode. The first fix was very simple ("Was" being the key word. More on that later):

1) Download and run CRU.
2) Select your active display from the top drop down menu.
3) Click on your resolution under "Detailed resolutions" and click edit.
4) A new menu will open. Click the "timing" drop down menu at the top of the window and select "Automatic LCD standard".
5) Type your highest stable refresh rate under "Frequency". Click OK. The new window will now close.
6) Select "No Extension Block" near the bottom of the program. Click OK.
7) Run restart64.exe file to enable the changes.
Additional Information:
Don't confuse Refresh Rate lock with an FPS lock. They are two completely different things! This guide might not work without additional tweaking for those running downsampling and/or overclocked refresh rates.
Troubleshooting:
The game will only run at 1080p after applying the CRU fix? Here's the solution:
1) Open CRU, again
2) At the bottom of "Established resolutions", click None.
3) At the bottom of "Standard resolutions", click Delete all.
4) Click OK at the bottom of the program's window and run restart64.exe to apply changes.
