I wonder if all the GTX 1070's will be laser-cut or any of the initial batches will be uppable to GTX 1080.

They've always been laser cut out. Only AMD 2 series IIRC were the only GPU's you could flash to the higher shader count, and even then, AMD disabled them for a reason...

It'd be interesting to see though how a full 1080 die would perform with GDDR5 vs GDDR5x...

I think poorly. It's already bandwidth-bound (24% core oc yields only 10% extra benefit, and on my card i could only go +5% on mem).

nothing special, but I figured I might as well post the bios of my Gigabyte 1080 FE

Now, I did some experimenting with power modding and managed to completely eliminate power restrictions which gave me another 100MHz core and 300MHz memory.

But now I am stuck at 1.093V. Since I dont want to do any permanent modding by soldering resistors on to the pcb and ****, is there any bios available yet that allows for more volts, like up to the Nvidia limit of 1.25V?

When you say power modding, is that the CLU method or some other kind of softmod?
