Hi guys, i am reading o lot about throttling of this card and i am wondering if i should get and open air cooler or blower in a elite 130 case, if i get the open cooler one i will get a closed water cooler too.
I wonder if the temps on open coolers are that much lower compared to blower ones to justify me buying a watercooler to my 3570k.

Even card with aftermarket coolers are throttling?

What the heck.

I just want an air 1070 that doesn't whine and won't throttle. What the heck do I buy?

900 Series throttled too on all cards.
Nvidia values power and thermal efficiency over performance.
It's GPU Boost, aka GPU Limit/Throttle.

You need a custom BIOS. That's the only way to eliminate throttling.
Nvidia doesn't allow the disabling of power saving features such as GPU Boost by normal means.

I had my 970 G1 on a Afterburner preset to immediate 80% fan for gaming. Think I was throttling too?

You were.
My 970 G1 throttled down clocks and voltage as early as 68c and was only fixed with a custom BIOS.
Mr-Dark has a very popular thread on here that specifies what they do, removing GPU Boost throttling is in the list.

GPU Boost throttles every card it's on, and can only be disabled with a custom BIOS edited to do so.
