I can't use my desktop, but I have a 2nd build that has everything but an OS.
It's a cd from Best Buy. Can I install it on build 2 to use till I can fix my desktop?

Yes. If your key won't work do a phone activation and tell them your situation. They should then either activate your key for the new install or issue a new key to you.

I'm not sure you can "deactivate" a key? How would you do that?

I forgot how I did it, but that's how I got Windows on my desktop.
I installed Windows on it and deactivated it on the pc it was on/sold that pc.

I'll have to get a 2nd disc eventually as I plan to have the 2nd pc running for a family member just don't have the $100 right now for that

What kind of license is it? If it's OEM/system builder, then you can't transfer it as it is tied to whatever motherboard you first activated it on.

It's the purple 8.1 retail box. It can be put on different pcs but only 1 at a time.

Just I wanted to know if i installed it on a temp pc/deactivated after I was done if it would mess up my desktop.
I didn't get to backup the desktop so I don't want to have to reinstall any OSes

I'd just install it on whatever you're going to be using temporarily without the key and use it for however long you need to. There is a 30 day grace period until it really starts bugging you to activate and removes the wallpaper background, and pop ups that say this copy of windows is not genuine, blah blah. You can continue to use it like that as long as you need to.
