It is TOTALLY possible but youd need a lot of fans running at low RPMs. For example you can get a Core X5 or Core X9 and fill it top to bottom with fans that run at 900rpm and not hear a thing. A dozen Enermax TB Silence 900rpm fans youd never hear anything.

Nine times out of ten it's cases without vibration mounts are the problem, not the HDDs. Sure HDDs make noise, but when properly mounted the noise is minimal.

You do not need lots of fans to run silent with OC. I run all on 600-750rpm majority while doing nothing, gaming as I wont hear it on headphones 800-1000rpm.
While keep temps below 60c.
To the OP you need to find a balance with airflow to give enough so you you can keep fans low and temps good.
With the case you picked Intel SC5250-E that will be very hard even modded. You will likely have to rely on the small rear exhaust and PSU to do all the work.

Im watercooled with a dozen fans at 1200rpms and its damn quiet so yea if u want silent lots of fans at low rpms. Don't forget not everyone wears headphones while gaming haha.

I have 2 intake case fans, 2 fan on GPU and 1 cooler fan and system is is as quiet as a church mouse.

Even without headphones system is still quiet with a slight humming from the fans. Like I said you do not need lots of fans, I use 5 only even at 600rpm I can keep below 65c.

Well no but then again hearing is individual. Some people think the Nitro R9 390 is quiet i dont and far from it. I have very sensitive hearing and even a fan humming off pitch annoys the crap out of me like OCD haha.

Again theres a big difference between quiet and SILENT.

Quiet might be 43db in a 23db room, 20db is pretty damn quiet. Now with a pc silent and on might be 30db in a 23db room now thats silent no one would hear 7db. You see what im saying? Its all relative.

For example 2 fans at 1200rpm, 80fm total (just an example). 4 fans 600rpm each 80cfm total. Silent and same air flow.
