Its the same thing as when I have stated lately that I think the 480, given a huge OC, might approach stock 980Ti performance. Its merely a statement of praise for a much lower tier card that was never designed to compete with the 980Ti in the first place.

The thing with OCing is that it allows a lower end or lower tier card to approach the performance of an otherwise more expensive/higher tier card. Of course, OC is not something that is set in stone and is equal across silicon or cards or to be dependent upon.

But it is praise to say "GTX 970 can about equal a GTX 980 when OCed". For example.

Honestly, stock vs stock or factory OC vs stock/other factory OC and some Max OC and average OC results are what we need...

But who has time for that?

Nvidia's Pascal has less IPC that's why they are running on higher clocks and that is why they get less % performance increase for the same % clock speed increase compared to GCN cards that usualy scale slightly better in terms of performance / clock speeds

So if you lower the clocks on 1070 to that of RX480 will be even worse than increasing the RX480 clocks to those of the 1070. Both case scenarios given same clock speeds the RX 480 should perform better considering all this and the fact that it has higher core counts.
This however is based on previous GCN architecture and the revewed one for RX480 should provide some benefits pushing it even further.
