GPU clock drops for a fraction of a second then goes back up.

Hello, ive been having this issue lately which is causing some very small stutters in some games(not all). When playing some games, specially in War Thunder, the gpu clock will drop in half (as well as gpu usage to zero) and then go back to full, it happens in less than a second, yet it causes the frame rate to drop a bit and go back to normal.

I also notice this in Unigine Heaven, there is a point near the first bridge, where if i cross it just a bit the clock drops, it's like there is an imaginary line that will cause the gpu to downclock for a millisecond every time i cross it. I can keep going back and forth and the drop will always happen at that exact point.

My PC has:

CPU: i5-4440
GPU: Sapphire R7 360 Nitro 2GB
RAM: Kingston 1x8GB DDR3-1600
HDD: WD Blue 7200rpm 1TB
Motherboard: GA B85M d3h
PSU: EVGA 500W 80+
Windows 7 Ultimate 64 bit

I'm running everything at stock clocks, im not sure if this is a driver problem, or an issue with those programs, or if my gpu is faulty.

Probably throttling due to heat. Open you cooler, replace TIM with something good, clean off dust around VRM, make better airflow in case, and try again.
You can also try to lower the voltage a notch or two, that also solves it sometimes.

I should have mentioned, but temps are very normal. CPU doesnt get above 44ºC and gpu stays below 70º.

Also i found out this stutter happens when planes spawn in War thunder ground battles. I notice the same effects happening in Blade and Soul when monsters respawn. GPU temp was at 65º in BnS when it happens.

If it only happens on respawns, that could point to memory or HDD issue.

I'm starting to think this is related to these games in specific, the war thunder issue i have seen other people experiencing it, same with BnS.

The other thing i did, set power options in Windows back to "Balanced" instead of High performance, and it seems to have lowered the stutters a bit, but may be entirely placebo, so i dont know.
