GTX 670 immediate stuttering issue

I have a Gainward GTX 670 2GB edition, and it doesn't seem to work normally. On any game, the framerates drop extremely low <10FPS no matter what settings. For example, GTA V runs first smoothly 40-50FPS on high settings (btw the memory usage reads 1487/2048MB on the settings). But for some reason, it 'leaks' the memory usage to around 2020mb according to GPU-Z?! (It is below 1500mb in the first 20-30sec, then just climbs to the max 2gb limit??)

The framerates are smooth first, but when i'm reaching the 2GB limit it stutters so much that the game is unplayable. And the temps are FINE, I replaced the stock paste with MX-4. GPU temps never hit 65C.

Any advice? I disabled the IGPU on my 6770k, the temperature overheat sensor etc. The CPU doesn't throttle or overheat also, temps stay <73C all the time and clockspeeds are normal (4ghz)
I even updated to the latest bios on my MB (MSI Z170A Gaming Pro)

What resolution are you running? 1440p?

What other games have you tried?

Tried Tomb Raider, same issue. Gaming on 1440p yeah

The memory modules on the 670 were passively cooled, can that be the issue??
I'm not sure, but usually they do not heat up that much though..

How do you have your pagefile setup and how much system ram do you have?

I had the same issues with these two games in particular and once I let windows manage my pagefile the issues went away.

I typically disable page filing because I have 16gb sys ram, but for some reason these two games gave me issues with that configuration.

16GB RAM yeah. The total page filing size for all drives is 2944MB atm, haven't touched the settings at all. What should I change??

Manually set it to 8gb

Sounds more like a driver issue to me.

I have clean installed them 2 times, tested older and the latest drivers, doesn't make a difference..
I ordered some heatsinks for the VRAM, let's see if that helps then.
