Decent Budget Smartwatches?

Looking to get a smart watch for when I go bike riding. Just 3 things I want in a watch:

Can play music through bluetooth to my bluetoth Earbuds WITHOUT a smartphone
GPS to use with Strava is a plus
Water resistant would be ideal.

Any watches can do all this pretty cheap? I'm not sure what watches can do the 1st requirement.

To play music from the smart watch without a phone may not be realistic, I can't think of any right now. Most watches don't have enough storage for any significant number of songs. If you wanted to stream the music from Spotify or a service like that without a phone, then you need a watch with a sim. That would cost a line on your cell bill and the few smart watches that did that were a flop.

I just read most smartwatches with the recent Android update will do this. Enough for a small playlist is all I really need.
