New PC locks up

Yes, I installed win 8 the first night then immediately reinstalled win 10 over it (not an upgrade, just formatted the hard drive and decided I wanted win 10 instead of win 8)

Specific details about my problem. When I boot up my pc, sometimes it doesn't remember to enable all 3 of my monitors (i.e. most of the time). I've one primary 2560x1440 monitor and two 1920x1080 (the two latter have to be enabled most times I boot (i.e. go to display settings and turn them back on)). Another issue is that when I run my battle.net launcher shortcut it thinks it needs to install it. Then I tell it to and it to and it realizes it's already installed. And then after that it doesn't realize that all my blizzard games are installed. But the biggest problem is that the majority of the time when I try to launch a game, it just freezes. Path of Exile seems to do this a lot. The blizzard launcher itself does it sometimes when the launcher itself starts--as in after I log in. I've had the issue with random games on steam--like starbound. I'm really at a loss and have no idea what to do to diagnose it, so any help is appreciated.

I was 15 mins into metro 2033 and it froze--I hadn't played this one before, but it's the first time it's happened not when something was first starting up.

Also this.. This doesn't look right.. It happens on startup, but I just updated my amd drivers and this was waiting for me when I got back to my computer.
