GTX 970s Increasing Voltage Does Nothing

I have two GTX 970s in SLI, and I am trying to overclock them. I have gotten them up to +100 Mhz stable with no voltage increase. Going past +100 makes my system crash, so I tried upping the voltage. However, no increase in voltage will allow me to have a stable run over +100. Even +37mV is not enough for any increase. Is there anything that could be changed about this, or have I just reached the limit?

GPU: 2x EVGA GTX 970 SC ACX 2.0 (SLI)
PSU: 750W
Overclocking Tool: MSI Afterburner
Benchmarking Tool: Heaven Benchmark

Have you unlocked voltage control in Afterburners settings?

I have unlocked voltage control. If I had not done so, I couldn't have changed the voltage at all. If it is true that changing the voltage in Afterburner actually has no effect, I think I'll be content where I am. In my opinion, not worth troubling with a custom BIOS. I intend to get a 1080 (or rather two) before too long anyway.

Your maximum voltage with those cards in 1.212v which is very low and unless you get a great chip you won't get a decent overclock out of them.

As others have said, the voltage is hard locked, no software can change it, no matter what they say.

Ok, thanks everyone. The improvement I was getting with the +100 wasn't really noticeable anyway, so I'll just stick with the factory OC until I get my 1080s.
