Sure you can have character design changes or enviroment changes but changing textures lightning and making them look worse along with other stuff meanwhile in your official channels still having trailers from E3 quality than it is 100% false advertisement.
At least have that visual quality in your game but tell people to have a strong hardware for that.
100% not false advertisement as early E3 footage isn't even official advertisement. It can be seen as a promotional material to create hype but it's not official advertisement of final product.

there is no such requirement anywhere. it would be nice if final game looked even better, but it's not a rule. often these early demos are created in tiny arenas, and when they approach release date and connect it all together, especially open world games, requirements to run entire world smoothly skyrockets.
all i can say is if you don't want to be disappointed stop watching any prerelease footage of any game and always wait for final version reviews/footage. if you bought any game of 1-2 prerelease footage you only got yourself to blame, this isn't false advertising in any way.
