PC is slow. FPS lag. not sure what the issue is

The hardware is

windows 7 upgraded to windows 10 (using free upgrade)
i5 4670
msi h81m-p33
gtx 760
8g ram

recently, no matter what game i play, the FPS is very low. in the 20-40 range, no matter what settings I play on.

i used to get 300-400 + Fps on league but now its down to 20-60 even on lowest settings.

I ran valley, and the benchmark readings give average of 20's (much lower than other results i see online)

I'm using a network adapter instead of an ethernet cable and have been having some ping issues as well.

also, i dont really think the GPU or the CPU is throttling since the temps are consistent. (is there a way to make sure its not throttling)

I also did a fresh windows install and reinstalled all the drivers as well.

I am not sure what to do at this point. at one point, i did think that the GPU was disabled and still using the IGPU after the install but i dont think that is the case as well (checked by going to device mangaer and display adapter and it only listed my GPU and does not even show the igpu)

This is from playing overwatch on ultra settings

After playing for a bit longer and changing power settings from power saver to balanced.

Your graphics card is essentially thermal throttling as the default temperature limit is 79°C. Once it hits or goes above that, the core clock and gpu voltage are throttled down to keep it at that temperature. Solution is to set a higher fan profile or have more airflow going in and / or out of your case.

Have you tried the maximum performance power plan via Control Panel > Power Options? Your Core Temp screenshot only shows the CPU at 2.3 GHz. Maybe try using another program such as HWinfo64 to verify that it is going to the turbo clock speed of 3.8 GHz?

holy crapper dude..

It's burnin''

You need to remove the heatsink and repaste, ONTOP of brushing the dust off the fine areas.. The heatsink intake of the card is stuffed up with dust..

There's no way to compress air ur way out of this one,

You ahve to take the heat sink off..

Then you have to take the plastic shroud OFF the heatsink,

Then you have to vaccuum the intake side of the fins..

THEN you blow using a blower or compressed air from the exhaust side @ the intake side to get out the inner blockage.

Here is a picture of what's happened..
