Honestly, it shouldn't be much different to the base game, other than planetary landings, there isn't a whole lot different visually (But in stations there are other craft around and movement, which may be why your FPS drops, on planets there seem to be much less traffic, at least per square kilometer). They also did an overhaul of the visual clarity and system toll it takes, refining it in the main 1.6/2.1 patch. So theoretically, it should look better than pre 1.6 and take less resources.
I was adamant on not needing Horizons at the beginning, but with the Engineers updates and the new buffs to weaponry/defences etc, I went with it while it was on Sale recently.
The hardest part is going to be finding the necessary materials, but with the AI buffs, I feel like shooting normal weaponry and having normal shielding just isn't enough, and find myself getting my shields torn down in an instant frequently, since the 1.6 update. So my personal fun levels and enjoying the game was lessened, I'm hoping once I buff my shields and weaponry that I can enjoy the game once again, so whether it's worth it, is completely preferential and down to the individual.
As it's so close to a tenner, and I got the game for around a tenner in the Christmas sale, I personally think it's definitely worth it, as it continually expands the game.
