Pcb overvoltage

Hi, I have a pcb that had an overvoltage. Can somebody identify this piece? I think it's a fuse.

Not the clearest picture to know for sure but it looks like almost ceramic to me. Could be a fuse, resistor, or a choke. You'd have to take a super close in focus picture.
