If you overclock the core by ~10% without raising voltage or power limit, will the card draw more power and produce more heat?

Assuming the card is completely stable, if you OC the core by about 10% (from 1400MHz to 1540MHz, and this increase in clock speeds is actually reflected in-game and in benchmarks like Firestrike) BUT you don't increase the voltage or power limit of the card, will this still result in greater power draw and a greater production of heat?

Yes.
The logic gates will operate quicker and electrons will move faster. This produces more heat and higher power draw (large die + faster operation = less efficiency + more heat).
