Well.....it kind of was the first thing suggested.....

I am with @MicroCat that it is likely a Windows issue causing the temp spike, but the tuning should smooth out the fan curve to correct it to the actual fans, which should cause those temp spikes to only ramp up the fans slightly.

I'll try process explorer now and then I'll enable Q-fan tuning.

I just turned on Q-tuning and the problem is still here. As for process monitor nothing seems to be suspicious there.
The problem even occurs when I'm waiting in the sign in menu (not signed in just to see if it happens there)

It doesn't get "turned on", it is a process. You need to let the process run, it takes 3-4 minutes to complete.
