Computer kills specs but game stutters and lags?

I am trying to run Arma 3 on max settings but seem to have very low fps and stuttering issues.

Here is my system specs vs game recommended



My system passed stress tests after the overclock so I was shocked how terribly the game runs. Does anyone know what the issue might be?

Its Arma.
Arma is poorly optimized and takes a lot to run on, I have a fx4300, and 750ti and i can only run on high not very high

There's actually something wrong with my pc, my doom gameplay is stuttering too, while it worked perfectly on my i7 920. I tried team fortress 2 and the game froze. Is this gpu or something else?

What stress tests did you run, and how long did you run them for?

If the system is slightly unstable, it can sometimes result in poor performance instead of crashing.
