4790k Wattage too low?

So recently I took a look at my 'Package Wattage', both in HWMonitor and Core Temp, and both say that I'm using a maximum of ~67 Watts under 100% load @ 4Ghz (1.002 vcore default manual). This is not a prime95 load or anything, but it is a CPU 3D rendering load that uses all 8 threads.

I don't have any power savings settings active, no turbo, the cores are locked at 4Ghz, and the voltage is locked to manual as well. The minimum wattage reading is about 14w at idle.

I'm not sure if this is an issue or not.

I don't think it's anything to worry about. CPU stress tests will probably make the wattage significantly higher for package / CPU wattage.

No, it's not an issue if it's not impacting the performance of the CPU.

How would too low of a power consumption be an issue? Sounds about right...

From my understanding, those package power readings are actually pretty accurate to what the CPU is actually drawing...
