There is a BIOS setting Turbo Ratio Per Core Control, it's set to disable, so I guess they're synced.

There are actually no per core multipliers, but rather multipliers for different active core counts: 1 core active, 2 cores active, 3... and so on all the way to 10 cores active. I've set them all to 42x

I did something else. I disabled all c states and tried to run the system at 4.2ghz on idle, what happened was that only core_00 stayed at 4.2ghz the rest went down to 1.2ghz and never came back up. I turned off speedstep and only core_00 was actively changing its voltage and frequency, the rest were idling at 1.2ghz. I'm guessing it's the individual core control that's not working properly in the BIOS combined with windows sleep.

Have you observed the clocks with HWMonitor also? Maybe the software is not reading things right. Sometimes when I set my power features to Power Savings, HWiNFO64 will read them like they are at full speed.

Yeah, hwmonitor is reading the same values, there's actually a noticeable performance drop.

CPU-Z should show a full register dump for each thread so in your case, there should be MSR register data for each of your 20 threads. Keep scrolling down through the CPU-Z report to look for more info for your other threads. If your register report only shows information for one thread, then that is a problem with CPU-Z.

MSR 0x199 is set correctly for Thread 0 but I am pretty sure that it is not being set correctly for many of your other threads after you resume from stand by. Each thread needs to be set individually. This problem probably got overlooked because by default, CPU-Z reports the MHz for the first thread and that thread looks fine.

The latest ThrottleStop beta does not fully support the 10 core CPUs yet but it has an option that will let you adjust and equalize the value in MSR 0x199 across all threads.

After you resume from Stand By, start ThrottleStop and adjust 3 things.

1) Check the Set Multiplier box.
2) The multiplier in the example is set to 36 T but your 6950X will need to be adjusted to 42 T. (Turbo)
3) Click on the Turn On button to go from Monitoring mode to active mode.

SpeedStep needs to be enabled. Your CPU-Z report shows that is already OK but double check this in ThrottleStop. Also make sure that the Windows Power Options are set to the High Performance profile with the Minimum and Maximum processor states set to 100%.

After that, watch for any changes in the monitoring panel on the right hand side. Also use HWiNFO or HWMonitor to see if the MHz changes across all 10 cores. ThrottleStop is only setup to handle 8 cores so worst case, it might only be able to adjust the MHz of 8 or your 10 cores. Mostly just trying to prove if MSR 0x199 is the source of this problem or not.

Edit - If you are afraid to use beta software, no worries. Tom's Hardware was using the latest ThrottleStop beta during their recent Broadwell-E tests.

What is your IccMax currently at? Run HWInfo64 and it'll tell you. It might be reverting to the default value when your computer wakes. I know if I leave my IccMax at default (170A) it'll throttle my chip when I'm over 4.0GHz...wink.gif
