Unless they've switched Vega from HBM2 to GDDR5X a 490 will NOT be a "cut down" Vega chip.
There's no way to "cut down" a chip that contains 16x the memory bus systems that requires the entirety of it's back-side for the more than one thousand pin connects to an interposer.
The whole speculation that a 232 square millimeter chip is the biggest thing AMD can manufacture on 14nmFFP is exasperatingly stupid. AMD needs to make a 470 square millimeter chip with GDDR5X before they go on to make a HBM2 monstrosity in the 600mm range.
They're selling the Radeon Xpress 480/470/460 right now, these are the LOWER TIER cards of the GCN4.0 models. IE. these are the R7 cards. There will be bigger cards, trust me. Vega isn't a GCN4 card of the Polaris class, it will be something very new.
The "RX 490" is either a misstype or maybe a model they decided not to make.
