Trouble OC'ing i5 3570k

Okay so I've finally got round to overclocking my i5 3570k and after following this guide: http://www.overclock.net/t/1198504/complete-overclockin... to the letter I'm having problems.

First, my PC takes 4-5 times to boot up at CPU Ratio 33 all the way to 45 no change between them, so I upped the turbo to 0.023v but it still remained the same even at ratio 33. When it did boot up it passed the Prime95 tests at every ratio, and max Vcore was 1.2v. But I also noticed that CPU-Z was showing the clock speed maxing out at 3599,16 MHz, surely it should be 4000 MHz?

So I then lowered the CPU Ratio 33 and the same thing happened. Won't boot up the first time.

So what am I doing wrong?

So the thing about idiots is they don't double check things!

Issue was DRAM voltage, I accidently set it to 1.165...
