This being my first time overclocking my gpu. I have a EVGA GeForce GTX 960 4GB SSC GAMING ACX 2.0+ that i was able to to overclock to 1533MHz core and 1800 memory. Here is a picture of GPU-Z to prove it.

I tested using all the games in my Steam with everything basically on ultra.(Skyrim, CS:GO, The Culling, The Forest to name a few.)
My temps hovered around 55C-57C. I tested using Unigine Heaven with these settings:

And here are my Heaven scores:

Also as a side note here are my pc's other specs:

Gigabyte GA-Z170X Gaming 5
i7 6700k overclocked to 4.8ghz at 1.38v with Corsair H115i All-in-One Cooler
16GB Ripjaws 5 DDR4 @ 2400MHz
256GB M.2 SATA
120GB OCZ Vertex 4 SSD
2TB WD Red
850W Silent Pro Hybrid 80+ Gold Rating

Thanks guys!

I have the same card here, mine topped out at ~1558Mhz beyond that just wasn't stable no matter how high I set the voltage offset.
Memory I was able to get up to 2025Mhz on mine.

Here is a 3DMark Firestrike run I did with the card at those speeds:

Our systems are very similar so should give you a good idea if you run a Firestrike bench.

Asus Maximus VIII Hero
i7-6700K @ 4.8Ghz ~1.34v
16GB G.Skill DDR4-3200 Cas16
EVGA GTX960 SSC 4GB
256GB Samsung 950 Pro SSD
1TB Samsung 840 EVO SSD

Your overclock is unstable then.. try lowering your clockspeed offset 10Mhz - 20Mhz and see if it finishes.
Also make sure it's just the regular Firestrike, not Extreme or Ultra.

Also i havent touched the voltage or power target. should i raise those at all?

I raised my power target to the maximum.. voltage you'd have to try and see if it helps. My card didn't overclock any higher with more voltage.

My opinion... that a very old 2nd hand 7970/280x is cheaper and smokes that 960 no problem.

This is my 970M on a custom bios
