Companies love buzz words. Most people don't know the difference between hz and fps and so it is easy to use those words to not say anything "legally" wrong, but also make people believe your product is better than it actually is.
For example when your local tech store says "OUR NEW 3RD GENERATION INTEL PC WITH 250 GB MEMORY". Then it sounds good to uninformed people, but we know it's probably a very small i3 for 50$ and a 250GB 5400rmp HDD"

Probably because the current consoles don't have an HDMI port that can sustain 4K@60. If I recall there was an issue with DVI where 4K was limited to 30Hz on PC too.. Not sure exactly, still rocking the 1080p so didn't feel it personally but I read about it a while back.
