Best monitor for light Photoshop work?

Hello there, I was looking around the web for a monitor for my friend. He will be using it mostly for light Photoshop work(making invitations, birthday cards etc). No professional photo editing.

Budget ranges from 100 to 450$ depending on the quality. What are some of the best monitors available and what should we look for? Color Gamut? Pixel Pitch? Response time?
