if its powdercoat you can , but it will take you forever.

Do you have any easy-off oven cleaner? That might work, dont leave it on there for a real long time though, it can mess aluminum up. check it from time to time and let it do just enough to strip it, then wash it with soap and water.

I would actually be surprised if it were powdercoat as cheap as these cards are..

looks like paint to me. powdercoat wouldnt come off very easy.. Its probably for looks more than anything.

If it's coming off then yes it's paint not anodized and it's for looks

Well, did the same with an old Accelero Twin Turbo II with my RX480. Took the cover of and replaced it with two Papst F2/GL 120mm Fans. Didn't have any RAM or VRM Coolers at hand, hope they will arrive today.

Have you tried positioning a fan near the vrm heatsink to help dissipate heat?
