You've got it. The original HL was interesting because of the level of interactivity with the characters and the world and the way in which the story was presented to the player - it was fresh. The engine itself lead to CS and Team Fortress, then TF2 and CSS after HL2 and obviously a plethora of Source based games after that.

The general thought process here is that a new HL would undoubtedly premier with a fully blown Source 3 and be show stopping which would then lead to a beautiful new Portal, Counterstrike, Team Fortress all on Source 3 ect. but that's not true anymore, though, it probably would had been 7 years ago.
Valve have told us that Source 3 will slowly evolve from Source 2's base through new iterations of these games.

I don't understand the "HL3 won't be made because it will not live up to the hype" approach. If we'd ever think about things this way in life we would not achieve anything as a civilization.

It has taken a monstrous time for the game to be developped and we have no idea how far in development it is or if it is being actively developped at all. However, in one interview, there was a video of Gabe making a crowbar and telling the journalist "these things, they take time"... so it was kind of a hint "yeah, we're doing it, but it's so huge it's gonna be a while".

Also, Valve doesn't want to show anything before it is ready to be shown. Too many times people complained "there was a screenshot showing XYZ but it wasn't in the final game, ***?!" (Like the Hydra thing for example, or some scenes from the Episode Two trailer shown at the end of Episode One where it had scenes not available in the final version) and they changed how they announce stuff with Portal 2, announcing it pretty much at the end of it's development, with the release date being just a few months away and not years. They could show us something now, completely change it or scrap it later and people would be furious again.
