Not quite. GCN is GCN. 1.0 has 2 ACE. 8 or 16 commands total. (4 or 8 commands per Async Compute Engine can't remember)

There are 3 phases I guess now, using DX12, Using dx12 with Async Compute and no Dx12. First 2 can support any GCN card, but that doesn't mean devs can not chose which version to support. There could be specific routines that may be counter productive for 2 ACE which could mean more work to adjust.
