Getting a air cooler is the choice for you, something that has simullar perofmrnace to a evo212 should be good enough, your running stock and getting hot is very normal

Not everyone water cools so they can over clock. I do it to reduce noise and get better temps than any aftermarket heatsink/fan can provide.

My suggestion was air because I thnk a tower cooler like evo212 is overkill for a stock 8350 and it should cool the cpu fairly well even with a low rpm fan which means less noise

A 212 is perfect for a stock 8350. An NH-D15 is even better. Both will be good for what he's looking at.
