Can't open AMD settings with new RX 480 and fresh 16.7.1 driver

I just got my brand new RX 480 yesterday, everything went great on the driver install, until I tried to open AMD Settings. I get an error saying "Radeon Settings are currently not available. Please try again after connecting AMD Graphics". I have tried installing the 16.7.1 driver three times from three different downloads, also have tried the 16.20 driver that shipped in the box. Same error every time. Please help, this card is the only one I have and I need it to work. I have tried the card in two different pcie slots that I know for a fact work.

2x Intel Xeon E5530 4C/8T (8C/16T) 2.4ghz
12gb DDR3 (6x2gb)
Dell Precision T5500 motherboard
875w 80+ Silver PSU

What was the previous dedicated video card?
Or did you previously run integrated graphics?
In BIOS make sure you have set to initiate graphics with pci-e.

Previous card was a GTX 960
No iGPU
Graphics are set to pcie slot 1 which is where the card js

Changing from nVidia -> AMD card or vice versa, always paramount to remove all traces from the previous manufacterer. Conflicts are bound to happen if you don't.
You could use DDU for that.

Tried all of that. Others are having issues with the RX 480 the Precision X500 series. Looks like it only works alongside a NVidia card. Too bad i already sold my GTX 960. Without the second card in the system, i only get an Error 43 from device manager. I have already put this one up for auction on eBay, and plan to buy a GTX 1060 when it comes out.

If you need to reinstall the driver/menu, you have to run the program after installing before you reboot, or it just doesn't trigger the registry keys properly.
