Looking into a new Air-based CPU cooler, plz help

So after looking into CPU coolers for numerous hours, Ive managed to break the list down to these:

Phanteks PH-TC14PE
ThermalRight True SPIRIT 140 Rev.A BW
DEEPCOOL Gamerstorm Assassin II
Alpenfohn K2 Mount Doom
Cryorig R1 Ultimate
Noctua NH-D14
ThermalRight Silver Arrow ITX

I chose the Silver Arrow ITX purely for aesthetic reasons.

What I was thinking is to get the Noctua NH-D14 and replace the fans with the IndustrialPPC 2000/3000 120mm pwm fans or the LinusTechTips themed ones.

I originally wanted to go for the Cryorig/ThermalRight coolers but I cant find them anywhere in Canada which is truly frustrating.

One concern that i do have though is proper clearance for the 1st PCI-E x16 slot; I am using the ASUS Z170-WS motherboard and Mushkin Enhanced Redline Ridgeback G2 997205T ram. My case is the ever lovely Phanteks Enthoo Luxe Full Tower.

What cpu are you trying to cool?

Would be nice to know know more about what your system is. I think you can order direct from Cryorig. Try emailing them.
I have used Silver Arrow ITX and while it is good, it's not as good as some others. TRUE Spirit 140 in all versions are some of my favorite mid-priced coolers.

Often when shopping there some good deals to be found. Silverstone HE01 is a very good cooler and I've seen it for quite low prices recently. Another is Scythe Fuma which is a 120mm fan twin tower that cool as good as the bigger 140mm fan twin towers.
DeepCool GamerStorm Lucifer V2 is quite good and is only $49.99 on newegg.ca
Scythe Mugen 4 is also good at $77.99 on newegg

Im currently using a i3 6320 (which I should attempt to overclock) but I'm planning to get a Kaby Lake i7K when theyre released to the public.

6320 is only 51 watt tdp so doesn't need a big cooler. Your NY-D9L should be more than enough.
Where are these Cougar Turbin 120m fans located?
Are your case fans running?
Are they speeding up and slowing down as system works hard and idles?

Changing PH-F200SP front intate to 2x PH-F140SP fans is normal procedure in the Enthoo Luxe.
