I was going to say something different. What does a windows clean boot (no additional programs loaded like antivirus) and disconnected from the internet perform like? This would let us test with just windows system services loaded pretty much.

Another thing, you don't have any streaming/dvr software running, do you?

Also, go to System Properties > Advanced > performance settings> select adjust for best performance and apply. Also, power scheme is set to high performance. Those should be selected when testing with the above suggestion.

Also, uninstall any optional windows features you don't need in the Uninstall Programs section of Control Panel.

You already know your problems happen exclusively with HDDs.

I'd explore more Windows 7 HDD optimization techniques and perform all of them on one HDD (not the USB drive), install your offending game, and see if your latency drops.

File placement / fragmentation can also affect HDD performance, as needed data that's not pre-read into cache will need to be read in real-time, which can cause everything to wait for that one read.

Just a thought...

It was only Stanley and Witcher2 that benefited from installing to SSD.
I did a fresh Win7 install this morning and it's exactly the same in all four games.
Time for a new motherboard I guess...

I can't believe that after all this time since release this issue presists, I'm rather disappointed, if I've known this I would've sticked by my trusty 2 gtx 670, I came here after 6 hours of continuous searching and troubleshooting, i get stuttering in far cry 3 red faction guerrilla and gta v. my latency is 4ms and I own an Asus rampage iv gene mobo.
it's really Strange since I remember when I got the card in the 1st few weeks far cry 3 was butter smooth now it stutters every second of gameplay so annoying and distracting. I seriously considering reverting back to Windows 7,if Nvidia doesn't fix this I'll just sell my card and go get an amd. too many people are suffering from this whats with the media blackout.

The Creators Update seems to be causing a bit of havoc with win 10. The first thing I would try is disabling Superfetch and Prefetch , as I have read many anecdotes about it being the culprit (and CU turning them back on after they have been turned off) and ensure the CPU and GPU are not throttling or parking themselves, and 1 prerendered frame in NVCP seems to help with some games. Virus scanners are terrible terrible things as well, always try uninstalling it first. I spent 3 months working on some simple software and then tried running it on a system with McAffee installed. Nothing worked. All the controls took 5 seconds to respond, none of the functions worked, it just completely destroyed my program and ground it to a halt. It seems these days to be a software developer you would need to test your program on each and every virus scanner in the wild to get a feel for how it's blocking and slowing down your program.

I found this in another thread, perhaps it will help allevate the issue for some people.
bcdedit /set useplatformclock true
bcdedit /set tscsyncpolicy Enhanced
bcdedit /set disabledynamictick yes

To remove them:
bcdedit /deletevalue useplatformclock
bcdedit /deletevalue tscsyncpolicy
bcdedit /deletevalue disabledynamictick

1st thing I'm going to do when I come home is backup my system with macrium or acronis and reset Windows 10 if the issue still persists I'll load an old image of my windows 7.

my cpu and gpu aren't throttling at all, alot of people online who suffer from these seems to be guys with old chipset x79 and Asus motherboards I suspect it's a driver conflict of some sort in win10

I can see alot of members have tried to reinstall Windows only to realize that the stuttering and latency is back again after a while.
or it depends on individual setups.
btw my setup is
rampage iv gene x79
core I7 4820k
16gb ram
128gb crucial ssd
4tb wb black
4tb lacie external
1tb trascend external
installing windows 10 from scratch would be a pain for me since I'll have to redo my custom settings for all my programs. so I would want to avoid thay if it won't fix anything.

reporting in on what happened.
I backed up my C with macrium and proceeded to refresh windows 10. reinstalling it from recovery. after doing that I installed Nvidia latest driver only the driver without the 3d, audio or anything just physx and driver. then I proceeded to install, chipset, audio, lan etc from asus website.
started latencymon and latency is still high as the before.
started red faction gurrela and GTA V. and behold stutter has disappeared!
started Farcry 3 stutter is still there but less noticeable. I'm guessing it's the game itself.
now latency doesn't really bother me since the only reason I was mad about it is cuz of stutter. I have 3 audio devices on my system. 1 for recording podcasts 1 for listening to music and onboard for gaming on loudspeakers and non of the pop or stutter.
overall I hope this stay good. I'm going to be very wary and vigiliant about what I install on this pc as I don't want any variance. I'm even thinking of disabled windows 10 update for a while.
