Has anyone confirmed this issue is also happening to the GTX 1060? My friend just bought one.

It depends some systems have the issue and some don't, I have not had this issue with my GTX 1070, I installed it July 2nd and it's a very nice gpu coming from a Gigabyte GTX 970 G1 Gaming.

That is intriguing...

If you have no issues at all ....games /browser /streaming ect

it maybe then that your on 1st gen core and x58 board

All the builds i have done thus far for cleints have been z87 upwards and all have an issue with the 10's one way or another

What i don't understand is how most (if not all) FCAT measurements of Pascal cards have been phenomenal, along with minimum framerates. The issue is clearly present; so much so that i've postponed buying a 1070 a couple of weeks to see how this goes.

Could Nvidia know about the issue and cherry-pick units that were, for one reason or the other, asymptomatic?

I would bet that most reviews have their windows power settings set to max performance to ensure no cpu throttle at any time.

That has been shown by others here to eliminate the issue.

Or they could be like me, showing the issue with the latency tool but having no effect on any audio or gaming.

Well, my htpc wireless mouse and kb are way more responsive with the hotfix even my gamepad 360 feels more responsive..

Bit better but latency mon still records high dpc in the long run on win 7 have no issues on win10 with older drivers

All the 1060's i have had so far have had issues

Thats exactly what the techs at nvidia are thinking about my system being X58, I passed on everything nvidia wanted from my system for them to
look into via ManualG at nvidia forums. they have been having users set their pci-e 3.0 slots to 2.0 for boards that have that option to see if it helps.

this is while gaming, my games are very smooth with no skipping or pausing,

yes

something is fishy indeed with nvidia / reviewers an these 10's said this a while back ....

i was getting good support from nvidia a few days ago but now i am just being ignored.
