TV display won't show 1080p after restarting PC

I recently built a PC using the J1900 trailbay chip and apparently it doesn't support scaling. I can't create custom resolution or edit the screen size. The TV I'm using is an extremely old 2010-2011 vizo tv which has no overscale or underscale option so I can't use the HDMI port. I'm fine with using VGA but I recently discovered something.

Windows 10 works fine for me and I have installed all the drivers. However, the only supported resolution is 1360x768 then by chance the other day I unplugged the vga plug while the PC was on and replugged it. 1920x1080 showed up, I was pretty happy about that. I proceeded to restarted my PC and when it came back on. Only 1360x768 was available again. I tried unplugging the VGA again. Once again 1920x1080 showed up.

Is there anyway to keep the PC from removing the available resolution after a restart ?

It seems when I have 1920x1080, the device manager shows Generic Non-PNP Monitor. However when it shows 1360x768, it shows Generic PNP monitor. I've turned off W10 auto driver install and even uninstalled and disable Generic PNP monitor driver and it still doesn't work. The only thing I can do is unplug the VGA and replug it everytime I want 1920x1080 on my monitor. Is there a way to have the PC use the Generic Non-PNP driver instead of the Generic PNP one

Can you use HDMI/DVI/Display port?
