Have you not seen the RX460 specs?
It's a 14CU part with 128bit bus. It will match R7 370 at best.

if you aren't looking at the clockspeed.

RX480 as an example, these cards should be clocked at 1250Mhz boost minimum.
thats 25% higher than their 300 series cards, which would then push these cards to the next tier, e.g. Tonga.
at worst it should be between Tonga Pro and Pitcairn XT in performance.

I can almost bet that an AIB 470 will match 970, with DOOM included in the benchmark suit.

Yes, it has fewer CUs and will be clocked a bit higher than R7 370 so it evens out. I don't think it will be clocked at 1250MHz because that would ruin it's purpose of being a really efficient card.
Expecting Tonga performance out of RX460 is plain delusional.

even if it was clocked at 1300Mhz it would still consume less than 75watts of power, the die itself is less than half of Polaris 10.
this makes it so that it'll consume less than half of 150W that is RX480, making it efficient even while clocked high.
