This problem isn't limited to second hand sales, it also extends to purchases that are older than the one year mandatory retailer guarantee. Once that year is up you're basically out of luck, that is my biggest gripe with buying products in China but to be honest none of the second hand products I've bought have died on me yet due to being of low quality.
The reason why two CHV's died is because of my old Antec PSU being severely degraded by brownouts and short circuiting them, not because they'd been abused and just died. This current (third) second hand CHV has been working fine for a year, with the first one working perfectly for two and a half years. I hope this continues to work fine until Zen.
