You can buy the 950 for $100 right now and various iterations of pitcairn have been available for around $100 for quite some time.
The cheapest 950 *I* can buy where I live is 200 dollars...
Pitcairn is much older, uses more power, has lesser tessellation, lacks features, is at its peak and would not be noticeably more optimized.... not something I'd buy. And still it is not 100 dollars.
People on this site call 10% a big difference and 15% is enough for them to upgrade... hence why I thought 30+ deserves a stronger adjective
If you ask me, anything under 100% is not worthy of an upgrade at all. However I will be replacing ATI 4XXX and 5XXX and Nvidia 2XX and 4XX series with these 460s.
